This source lists six metallurgical coal mines in the Rockwell Complex. By tracing the conveyor belts, it appears that this preparation plant serves two underground mines and one open pit mine.

In the Illinois Basin, they strip mine rather flat land over shallow seams of coal. In Pennsylvania, they remove the top of mountains with big draglines to expose the coal seams. I see that here they mine the outcrops of seams exposed by river erosion.
