Announce a closure, politicians get involved to figure out a way to save the day, company backs off saying "we'll take 8 months to figure it out and close at end of year", meanwhile back door deals are made, incentives offered, a new owner is found and Pixell makes a nice profit on the sale of the mill. Rollers are used to squeeze out the water getting the paper down to 50% water and 50% fiber.
