The 2004 SPV Map indicates the tower was at the north end of this excerpt where the mainline curves east and an industrial spur to the steel mill continues North.

But the photos and the track diagram imply the tower was wedged between the tracks and the mountain somewhere between the bridge over the Ohio River and the industrial spur. So I got this aerial. It looks like it was straight south of this bridge over Harmon Creek.
