Lorain, OH: Three Stone Docks and Herbert C Jackson Bow Thruster Repair

I wonder what the black pile is. Coal? Petcoke? Lorain used to have a B&O coal dock on the lakeshore, but that was for loading freighters and it is now long gone.
Street View, Jul 2019
There are some more aggregate piles out-of-frame to the left
The lift bridge in the background is the NS/NKP Bridge.

While checking out the bridge, I noticed that sometimes a lot more "black stuff" is stored here. The black pile near the upper-right corner is something covered with plastic.

The hard-working Herbert C Jackson with its fore section up high in the water. I am guessing they are doing repairs to the bow thrusters. In Lorain, Ohio. 11/13/22
Johnny Kahleel Zoghby: How do they get just the front out the water?
Steve Ball: Johnny Kahleel Zoghby ballast tanks.
