In this 1908 scene from Wheeling West Virginia we see "WR" Tower and seems to be some men working on the tracks in front of the Tower.

On Jan. 13, 1853, the B&O railroad ceremonially opened its terminus on the Ohio River at Wheeling, West Virginia (then Virginia). More than 25 years after the Baltimore and Ohio’s founding in 1827, the railroad finally achieved its goal of linking the city of Baltimore to the Ohio River, and the country’s western markets. 
When the B&O first reached Ellicott’s Mills in 1830, there was only a few dozen miles of railroad in the entire United States. By 1850, over 9,000 miles of railroad lines had been built, totally transforming the nation. When the railroad finally reached Wheeling, the route differed significantly from the original plan. 
The founders first envisioned the railroad traveling 290 miles between the two cities; however, the completed route was 379 miles in length. Projected costs in 1827 were around $5 million, while the actual cost (not including multiple reconstructions) was triple that at nearly $15 million. 
Successfully navigating through the steep and winding Alleghany mountains to the Ohio River was cause for celebration. The rail line to Wheeling would open on New Year's Day 1853. However, on January 10, 1853, two special excursion trains departed from Baltimore with 500 passengers including George Brown, one of the original founders of the B&O. It took them three days to complete the journey. After arriving in Wheeling, the B&O held a grand banquet with nearly 1,000 guests to celebrate the Baltimore and Ohio Railroad’s incredible achievement.

Tom Kasberg: That freeway style street light would say this picture is from the 1970s. Where in Wheeling was this? The College in Wheeling uses an old train station that also was owned by the B&O. Thank you.

The tracks by the river were Pennsy, so I concentrated on tracks by the B&O station. I think the two-story office part was facing 16th Street and the freight handling part was along Eoff Street.
