Michael Cerutti posted A picture from The Hillsboro Consol Mine William J. Beck: Consolidation Coal's Hillsboro mine was located near Coffeen, IL and fed directly the Coffeen Power Plant. The mine started with Martin-Marietta miners with the boring heads. They thought the coal arching from the rib to the top could support the top enough that no roof bolts would be required. Then the 1969 Mine Enforcement and Safety Act required roof bolting. Fortunately for Consol, the contract with the power plant had adders to the coal price that could be included if due to new health and safety regulations.
