James Miccolis: Paul James Pritchard He didn't have to.
John Springer: James Miccolis so he just listened to what was coming over them and if it had nothing to do with how his tower ran he ignored it?

Note the freight house north of 5th Street and west of Hatch Street.

Dennis DeBruler answered Lincoln Sander IV's question
Elmira is listed at milepost 272.8 and FS Tower is at 273.0. So it was a couple of blocks timecard west of the depot. This photo shows that it was in the southeast quadrant of 5th Street and the overpass.
Evidently 5th Ave. on the photo is now 5th Street. https://maps.app.goo.gl/3KgXU7eMR6j8MVEh8
