My first thought was that the water tower was also Lake Erie & Western. But Pennsy's Grand Rapids and Indiana used to go roughly north/south through this town. Judging from the tree line south of town, S. Jaqua Ave. is probably built on the old GR&I RoW. So that water tower and those boxcars may be on the GR&I route.
Update: This map confirms my theory about S. Jawua Ave.
