That photo allowed me to find the foundation on a satellite image. On this image, the roundhouse foundation is peaking through the trees on the right and the coaling tower is on the left.

The IC mainline goes diagonally along the south side of their engine servicing yard. Their main classification yard was northwest of the town. The Milwaukee Road curves along the north side of their yard and then crosses the river. The C&NW crossed the river and then went along the northwest side of their yard to Union Station and its terminus. This yard was at the center of Rockford's railroad hub.
