A video of a new barge being launched
This photo confirms that they build a barge in a building and then move the barge to the launching ramp when it is ready.
In this view of the door we see that it has several panels that hang from rails so that they can all be rolled to the right out of the way.
Here is that special building next to the launch ramp.
It appears that they used to use a derrick crane. But now they have a yellow pedestal crane mounted on a big rail so that it can move back and forth between storage locations on the ground and the barge being repaired.
