It was the C&O railroad.

I presume that "pipe" behind the coaling tower is an enclosure for a conveyor belt. I'm trying to figure out what that conveyor connects.

While looking for the tower, I noticed a coal mine. It looks like they moved the top of the mountain to the north side of the mountain to expose the coal. But it may no longer be active because all of the coal piles and all of the covered hoppers are empty.
