The power plant was a cogen plant. I say "was" because Karen below says that the paper mill shutdown in 2020.
Feb 20, 2022: Karen Arbour posted Kruger energy, Sherbrooke, Quebec, Canada. Biomass fired plant, bubbling fluidized bed (BFB) boiler, operating steam pressure 1250 psi and 26 MW turbine. It was a cogeneration plant until the paper mill was shut down in 2020. Robert Swanson: What is biomass? Did they burn wood when the paper plant was there? I've only known them to burn burn coal. Karen Arbour: Recycled wood, wastewater sludge, old corrugated cardboard, crushed railway sleepers and powdered tires. Robert Swanson: Karen Arbour I think they could burn a lot more garbage a catalyst should take care of the harmful emissions. Homer City is now one of the cleanest plants in the United States after they built scrubbers. They had almost a billion dollars in pollution control. In this view we can see the conveyor belt that carried wood waste from the paper mill to the power plant and the steam pipe that carried steam from the power plant to the paper mill. I also included the various storage piles because they are shades of brown rather than black like coal or petcoke.

I had noticed buildings and a dam on the river. I suspect mills started on this site with water power.

Did they shutdown an old plant in 2020 that needed steam and the new tissue product plants that they are building don't need steam? I found the following news releases. The plant is in the Brompton borough of Sherbrooke, which is where this existing plant is located.
- Jun 25, 2020: Kruger Products Invests Nearly $10 Million in Employee Training at Its New Sherbrooke Plant
- Feb 26, 2021: Kruger Announces Expansion Project, Financial Contributions and Successful Start-Up of TAD Tissue Plant in Sherbrooke "Kruger Products celebrated the completion and successful start-up of its state-of-the-art manufacturing facility in the Brompton borough of Sherbrooke, featuring Canada’s largest and most modern through-air-dry (TAD) tissue machine after investments of $575M." and "Its Kruger Products subsidiary is announcing a $240M project to expand its operations in the Sherbrooke region which will become a major hub for the production of tissue products in Québec"
- Jun 21, 2021: $25M Investment to Implement Cutting Edge AI Capabilities at Kruger Products’ Sherbrooke Plant Basically, they plan to use a lot of computing power "to optimize its entire supply chain, from the procurement of raw materials all the way to customer delivery."
- Dec 17, 2021: Kruger Products doubles production of its future tissue machine in Sherbrooke "After revealing on February 26, 2021, a $240-million expansion project to install the machine and add two converting lines, the Company announced that it is increasing its investment by $111.5 million, for a total of $351.5 million. The double-wide machine, which features LDC (light dry crepe) technology, will be able to produce at least 60,000 metric tonnes of premium-quality tissue products annually for the Canadian and U.S. markets." When done, the investment in tissue-product manufacturing at this site will be almost a billion dollars since 2018.

Karen Arbour posted I work in a paper mill and it was our control room in the old boiler house before they built the cogen. Some elements are still functional as a backup.
