I'm sure the belts come from the flywheels of reciprocating steam engines.
Rochelle Flagg Township Museum posted two photos with the comment: "Rochelle's first power plant was located next to Spring Lake. Herman Hawkinson, Louie Bervey, Elsie Rhodes and Joe Silllsby were employees."
