I included the "ponds" as well as the tattooed land of the coal mine. According to gem, the local water has been polluted and this plant is the worst plant in the Western states for mercury pollution.

The power company does not own the mine and the mine owners are charging high rates. That is why the first two units have already been shut down.

All other sources state a capacity of 740mw for Units #3 and #4. Even gem has another value of 778mw in its section concerning retirement.

Units #1 and #2 were retired in 2020. Even though it uses low-sulfur coal, "state-of-the-art scrubbers" have been installed. Units #3 and #4 also meet the EPA standards for nitrogen oxides emission. [talen]
Because the pollution control equipment doubles the size of the footprint, the two units on the east side must be Units #3 and #4.

A 6.7km-long conveyer built supplies the plant from the mine. "Rosebud is a 25,000-acre surface coal... The US Department of the Interior approved an expansion of the Rosebud coal mine in June 2019. The expansion plan involves 69Mt of coal production from 6,700 acres of additional mining area that allows for extending the operational life of the mine through 2038."
