C&O tracks were on the west side, and NYC tracks were on the east side. I included the industrial spurs that were north of the tower because the "limits of Joint Maintenance" on the track diagram implies that one of the purposes of this tower was to allow C&O to access those industries.

The shadow made it easy to identify the tower since the track diagram shows it was a little north of Whittier Street.
