I was looking for a better view of the sign and discovered that three smokestacks were removed between Oct 2016 and Oct 2017.

In fact, they were being removed in 2016.

Michigan City Generating Station
The plant is in the shadow of Mount Baldy sand dune located in Indiana Dunes National Park, shown in the top of the photo. The site of NIPSCO’s iconic cooling tower was occupied until the 1920s by the Hoosier Slide, once Indiana’s most famous natural landmark. Generations of South Shore tourists visited Michigan City to climb the giant sand dune, while industrialists mined the dune for use in glassmaking. The sand dune was completely leveled by 1925, when NIPSCO bought the land to build their lakeside generating station. Current buildings at the plant were built from the late 1920s to the 1970s. This overview shows the coal yard and conveyors, rotary dumper, hyperboloid cooling tower. The original plant and modern plant can be seen on the lower right. The plant is a coal and natural gas-fired power plant located on the shore of Lake Michigan, operated by Northern Indiana Public Service Company (NIPSCO), owned by NiSource. The trains are interchanged in Gary from CSX onto the South Shore and are a common site in the area. NIPSCO announced plans to stop burning coal to provide electricity, and replace the process with renewable energy sources.

Rotary Dumper
A rotary car dumper is a mechanism used for unloading coal gondolas at the Michigan City Generating Station. It holds the rail car to a section of track and rotates the track and car together to dump out the contents. The remote controlled SR1200r pushes the loaded coal hoppers into the dumper, while a trackmobile pulls the empty hoppers out of the dumper and pushes them to a second remote controlled switcher that is pulling the sting of empties away from the dumper.
