Nathan Worthington: Looks like an early electric distribution substation. My guess is that those are transformers on the ground level, there are meters in the boxes at eye level, and above them are disconnects and/or fuses. A long, insulated pole would be used to open or close the circuits.

Fortunately, the two diagrams above marked the location of the tower, and this topo map also marks it. Topo maps generally make the location of railroad stations in the bigger cities, but it is unusual for them to mark interlocking towers.
